Indonesian Non-Cash Social Aid Entering New Era, First Time Using EDC Offline

Mojokerto, 22 October 2017 --- Distribution of Non-Cash Aid by government not has entered new era by the use for the first time data reader Electronic Data Capture (EDC) that is not connected to telecommunication network or offline. This step is an advanced era in the revolution of social aid distribution in Indonesia as EDC Offline makes social aid distribution is no longer constrained by limited telecommunication network in remote areas.

The EDC Offline trial was conducted for the first time in Islamic Boarding School (Pondok Pesantren) Amanatul Ummah, Pacet, Kembangbelor, Mojokerto Sub-District, East Java, Sunday (22 October 2017). Present in that trial were the Minister of Social of the Republic of Indonesia, KhofifahIndarParawansa, the President Director of BRI, Suprajarto, the Director of Institutional Relation &Banking Transactional of BNI, Adi Sulistyowati, the Director of BTN,AdiSetianto, the Director of Institutional Relation of Mandiri, KartiniSallias well as approximately 700 residents consisting of students of the Islamic boarding school, social aid receivers of Program Keluarga Harapan (PKH), Non-Cash Food Aid receivers, as well as companions of social aid receivers.

Khofifah Indar Parawansa emphasized that Indonesia is one of 72 countries in the world managed to carry revolution in non-cash social aid distribution system, namely has succeeded in distributing aid by using Kartu Keluarga Sejahtera (KKS) which is not only functioned as Saving but also has e-Wallet. Other achievement is, the card development does not burden the State Revenue and Expenditure Budget (APBN). The various revolutions were just done for the first time in the world, where Indonesia is the pioneer among other those 72 countries which also run the Conditional Cash Transfer (CCT) program.

“This is also an achievement of State-Owned banks, and shows that the nation’s children also able to make this non-cash social aid distribution,” she said.

Currently, the KKS distribution has already reached around 6 million beneficiaries, commencing from the start of non-cash social aid distribution in June 2016. The social aid distribution through  KKSis also worth mentioning as revolution as it has built a new civilization in weak economic community which during this time has limited access to digital banking service.

Khofifah confirmed that with combo or multifunction card, social aid served by KKS will continue to be developed. Currently, KKS can already become distribution target of PKH Social Aid and Non-Cash Food Aid. However, with the function of e-Wallet, thesocial aid that can be accommodatedwithin1 card can be developed, for example to accommodate a range of3 kilograms LPG subsidy up to electricity subsidy.

“Himbarais ready to continue on supporting government’s program in distributing this non-cash social aid, special appreciation for BNI which developing Android-based Platform in EDC Offline trialed today. By EDC Offline, the areas still limited of telecommunication service providersignal coverage can be reached by non-cash social aid,” she said.

Innovation of BNI

BNI innovation in developing this EDC Offline is prepared to accommodate the need of Social Aid distribution from the Ministry of Social in remote areas which have limited telecommunication facilities. That offline distribution currently is able to be used for Program KeluargaHarapan (PKH) Social Aid and Non-Cash Food Aid (BPNT), with equal function as  EDC On line.

This EDC Offline technology allows to support a social aid distribution right on target. This is possible as the  EDC machine used can record the data of social aid receivers and verify at the same time by using the data in E-KTP and with finger print of KTP owner, as substitute of Personal Identification Number (PIN). Later, each Agen46 of social aid distributor will be completed with such EDC Offline.

"We design the stage of Social Aid distribution by Offline to be User Friendly," saidAdiSulistyowati, the Director of Institutional Relation & Banking Transactional of BNI.
