Visiting Mesuji, President Witnessed Positive Effect of Agricultural Corporatization, PRUKADES Program is Launched

Mesuji-Lampung, 21 January 2018 ---The President of the Republic of Indonesia,JokoWidododirectly witnessed the development of Transmigration Area which is created as the centre of new economic growth by visiting one of Transmigration Areas (KTM), namely KTM Mesuji, Lampung. KTM Mesuji is one of 13 KTM that becomes the attention of Ministry of Villages and Development of Disadvantaged Areas and Transmigration (Kemendesa PDTT) to be developed as Indonesian rice barn. Therefore, a Development Program of Integrated Village Area Featured Product (PRUKADES) is launched in Transmigration Areas.

Ministry of Villages is in collaboration with PT Bank Negara Indonesia (Persero) Tbkor BNI to realize farmer corporatization and Village Owned Enterprise (BUMDes). This cooperation is in the line with the purpose of transmigration area development namely to make transmigration areas as growth centres. The target is achieved through sustainable management of natural resources as implementation realization of Nawacitanumber 3To Develop Indonesia from Suburbs.

The President’s visit was conducted at Rice Mill Plant (RMP) Area, Wonosari Village, Mesuji Timur Sub-Regency, Mesuji Regency, Lampung, Sunday( 21 January 2018). This event was also attended by the Minister of Villages and Development of Disadvantaged Areas and Transmigration, EkoPutroSandjojo, the Minister of State Owned Enterprises (BUMN),RiniSoemarno, theGovernor of Lampung Muhammad,RidhoFicardo,  the President Director of BNI,AchmadBaiquni, the Regent of Mesuji,Hamami, and also participated by around 3,000 farmers of Transmigration Area (KTM) residents of Mesuji.

In his speech, the President,JokoWidodo advised that farmers consolidate with large groups to be able to manage agricultural proceeds in large capacity. That measure is necessary to make farmers’ competitiveness to be stronger. 

"Develop market orientation. Do not only focus to sell in one province but also to other provinces even export.  The youth can help by selling online so that the world also knows the product," he said.

Currently, Kemendesa PDTT manages 48 KTM which 13 among them had already have  Rice Mill Plant (RMP) and RMU or rice mill. Lampung was the place where transmigration program conducted for the first time in Indonesia in 1950’s, which since then, Transmigration became the main program in population distribution and development distributionacceleration.

In his speech, Eko conveyed that KTM Mesuji was built since 2007 and now has become developed transmigration area completed with various facilities and infrastructures to support society’s social economic activities. The support over KTM is shown through allocation to the development budget of the State Revenue and Expenditure Budget (APBN), APBD, private, Village Fund, as well as society collaboratively. Special for APBN, not less than Rp 92,4billion has been budgeted to construct and develop this transmigration area. Meanwhile, the budget of Kememdesa PDTT through Directorate General of PKTransin 2018 is approximately amounting to Rp 2 billion.

According toEko,  KTM Mesuji is one of the 13 KTM that has been able to contribute rice to Indonesia as much as 766,000 Ton per annual. The implementation of Integrated Agricultural Entrepreneurship in KTM Mesuji is based on agricultural industry players in this area. With paddy fields of 41,354 hectares (Ha) and production of 210,903 ton (in 1,5planting period), farmer revenue can be calculated from on farm is averagely Rp 2,9 million per month. That is higher compared than Regency Minimum Wage (UMK) of Mesuji Regency in the amount of Rp 1,9million per month. That is not included revenue of other agricultural commodity namely Corn with planting coverage area of 3,480,5 Ha, Rubber with planting coverage area of 27,853 Ha, and Palm Oil with planting coverage area of 22,029 Ha.

 

Bank’s Role

In the meantime, the President Director of BNI,AchmadBaiquni, explained that the Integrated Agricultural Entrepreneurship Program is aimed to improve farmers’ welfare by integrating all sectors, ranging from GabunganKelompokTani (Gapoktan) to Banking. The integration is started from the beginning, namely: First, by RDKK data management to beKartuTaniwhere farmer information is already available for fertilizer subsidy, so that farmers are more comfortable in production.

Second, the harvest then is to be purchased by RMP which is financed by Bank. While for drying process will be carried out by BUM Desa business unit. Third, RMP sales result is performed integrated, either offline through regular market and cooperation with Regional Government, or by online through Bumdes-Mall,com. All transaction is made cashless through bank agents so as can levies that harm farmers.

The addition of BUM Desa has important role in Integrated Agriculture Entrepreneurship which aims to improve farmers’ welfare. Currently, BNI has developed 19 BUMDesin Mesuji that has business activities. Capacity of each BUMDes is increased to be able to function as bank agent which is called Agen46 in BNI. The status of Agen46 enriches the BUMDes service which previously had become fertilizer agent/retailer, as Market manager, village Electricity/water manager, up to transportation service provider.

To strengthen agriculture in Mesuji, BNI also distribute Corporate Social Responsibility (CSR) aid. In the event in Wonosari Village, BNI handed-over 9 hand-tractors to be used by farmers in 19 BUMDesthat has status as Agen46.

In the same occasion, BNI also distributed Kredit Usaha Rakyat (KUR) as the integrated part of corporation support to the development of agriculture sector in Mesuji and surrounding.

 

Village Fund

Ekoadded, in the year 2018, the Village Fund in MesujiRegency is in the amount of Rp 87,13 billion which will be distributed to 105 villages. We expect that the Village Fund can be used to fulfil the need of village development, including to be used for 4 Village Development Priority Programs namely : PRUKADES, Embung, BUM Desa, andVillage Sport Facility.  "I also remind that the implementation of the use of Village Fund must be in pursuant to provision, regulation and referred to the existing regulation, I expect that the model of Integrated Agriculture Entrepreneurship in Mesuji Transmigration Area can inspire similar business model in other places and can be replicated by other transmigration areas. Therefore farmers can be more prosperous, the area can be more developed, reduces migration flow from village to city, as well as reduces poverty and creates job vacancies in villages/Transmigration Areas," he said.
