Domestic Government Credit Card Initiation to Improve Government Transaction Efficiency

Jakarta, 29 August 2022 – In line with the government's program in the affirmative action of Gerakan Bangga Buatan Indonesia (GBBI), especially the payment system aspect and as part of the milestones in digitizing the Indonesian payment system as stated in the Indonesian Payment System Blueprint (IPSB) 2025, President of the Republic of Indonesia, Joko Widodo, launched the Domestic Government Credit Card (Domestic GCC) on 29 August 2022 in Jakarta. Domestic GCC is initiated by Coordinating Ministry for Maritime Affairs and Investment (Kemenko Marves) of the Republic of Indonesia, Bank Indonesia, and the Association of State-Owned Banks (HIMBARA). Domestic GCC is a credit facility-based domestic payment scheme to facilitate central and local government transactions in the form of Government Credit Cards that are processed domestically. Domestic GCC is effective to be implemented starting 1 September 2022.
On the same occasion, the President of the Republic of Indonesia also launched the Indonesian International Standard and QR Code (QRIS). The event consisted of the launching the implementation of cross-border QR payment linkage between Indonesia and Thailand, and the launching the initiation of cross-border QR code-based payment cooperation between Indonesia and Singapore, with the Bank of Thailand (BoT) and the Monetary Authority of Singapore (MAS respectively). 

HIMBARA (BNI, BRI and Bank Mandiri) will initially issue Domestic GCC and will gradually expand it to Regional Development Banks (BPD). Domestic GCC is developed using a QRIS mechanism based on credit sources so that all transactions are processed domestically. Besides being able to be used at more than 20 million QRIS merchants interconnected between providers, Domestic GCC can also facilitate Government procurement spending through a platform provided centrally by the Government Goods/Services Procurement Policy Institute (LKPP), among others Online Store. Domestic GCC also improves security in transactions, minimizes cash, reduces fraud from cash transactions and reduces idle cash. In the future, this system will optimize the use of stock money by work units for operational expenditure needs or official travel expenses.

During the launch of Domestic GCC, President Joko Widodo emphasized that the launch of Domestic GCC will raise the class of millions of MSMEs in Indonesia through digitizing payments for purchases of goods and services from the government, both central and regional, which in turn will increase the income of these MSMEs. In the end, the form of GBBI is not only in terms of spending on goods and services, but also from the aspect of the payment system. The President appreciated the development of Domestic GCC and also asked all Ministries, Institutions and Regional Governments who present to optimize and accelerate the expansion of the use of Domestic GCC.

Coordinating Minister for Maritime Affairs and Investment, Luhut B. Pandjaitan at the launch of Domestic GCC said that the initiation of Domestic GCC is part of the affirmation action for spending on domestic products within the framework of Gerakan Bangga Buatan Indonesia (GBBI) launched by the president on 25 March 2022 in Bali. Domestic GCC is in line with Indonesia's proud mission, namely using the country's own QRIS-based payment system for shopping for domestic products. The use of GCC in the central and regional governments is also expected to help increase MSME class towards digital through the use of QRIS ecosystem.

Governor of Bank Indonesia, Perry Warjiyo at the launch of Domestic GCC and Intercountry QRIS said that the holding of the two events was a tangible manifestation of the joint commitment to unite in accelerating the national digital economy and finance as well as strengthening international cooperation, especially in ASEAN in line with Indonesia's chairmanship at the G20 Presidency. The Governor of BI further emphasized that the Domestic GCC program is part of a credit-based domestic payment scheme that aims to expand the acceptance of non-cash transactions more inclusively. Through the QRIS ecosystem, K/L and Local Governments can use Domestic GCC at more than 20 million QRIS merchants throughout Indonesia and the number will continue to grow. So with this potential, Domestic MPAs can contribute to the national economic recovery in the short term and encourage future economic growth through increased financial inclusion, fiscal health, and economic efficiency.

HIMBARA is committed to supporting the financial management of the central and regional governments in order to increase the efficiency of the use of National/Regional Budget and Expenditure Plan in promoting economic growth and public welfare. Technically, this Domestic GCC will be a source of funds for work units when shopping for goods/services for domestic products with QRIS on mobile banking application of three Himbara banks, namely BRImo, BNI Mobile Banking and Livin' by Mandiri..

Bank BRI President Director Sunarso who is also the Chairman of HIMBARA said the issuance of the Government/Domestic Credit Card is a form of support for Himbara banks for the objectives of Gerakan Bangga Buatan Indonesia. "This is in line with the government system policy for cashless transactions based on domestic transactions," he said.

Bank BNI President Director Royke Tumilaar also added, "With the extensive QRIS merchant network, the use of Government/Regional Credit Cards (GCC/RGCC) as a source of QRIS funds can make it easier for Central Government and Regional Government Work Units to carry out operational expenditures or business trip expenditures, and is also expected to encourage QRIS merchant transaction volume which is dominated by MSMEs”. "In addition, the presence of this feature in Bank Himbara's mobile banking makes it easier for the Central Government and Regional Government Work Units to carry out practical transactions just by bringing a smartphone," said Darmawan Junaidi as President Director of Bank Mandiri.
